Talent Pipeline Management

Talent Pipeline Management (TPM) is a 6 strategy framework developed by the U.S. Chamber of Commerce that enables employers to bridge the talent flow gap between education institutions and workforce development agencies. Through the Roseville Area Chamber of Commerce’s (RACC) Workforce Development Program, RACC works with employers and education providers to assess the current job sector, perform talent flow analysis, and build effective talent supply chains that ultimately strengthen the collaborative’s workforce. The RACC is currently strengthening the talent pipelines in four collaboratives: Healthcare, Hospitality, Manufacturing, Construction, and IT.

Our Collaboratives

The Healthcare Collaborative identified 5 critical jobs to enhance talent flow through the TPM framework: Cardiological Technicians, Pharmacy Technicians, Radiology Technicians, Surgical Technicians, and Ultrasound Technicians. The collaborative brought together the major regional hospitals and employers: Dignity Health, Kaiser Permanente, Raley’s Pharmacy, and UC Davis Health. Furthermore, the collaborative brought together the major regional community colleges. 

With employer and educational provider communication, the Collaborative has aided the creation of programs at local community colleges to enhance talent flow through the regional Healthcare industry. Sierra College launched its Surgical Technologist program in Spring 2025, and Cosumnes River College is working to additionally launch a Surgical Technician program around Spring 2026. Folsom Lake College’s Radiology program is expected to launch in Fall 2026. Additionally, Sacramento City College is developing its Cardiological Technician program.

Launched in October 2023, the Hospitality Collaborative is building to promote internal growth for chef and managerial positions for large and small restaurants, catering companies, and hotels.

The collaborative was invited to explore a range of hospitality careers within the local area. As part of this initiative, ARC Hospitality Students participated in a tour of Thunder Valley Casino & Resort, where they learned various career opportunities in the Hospitality Industry. Additionally, the collaborative toured American River College’s Hospitality Management Program and had the opportunity to dine and be served at the campus’s Oak Café, which is a student-run restaurant.

The Manufacturing Collaborative is connecting local manufacturers of various scaling operations and production types along with regional educators. The collaborative has connected with the Sacramento Valley Manufacturers Alliance (SVMA) to strengthen development of the manufacturing workforce. 

Recently, We Prosper Together awarded a large grant to the RACC and the Rancho Cordova Chamber to create the Digital Tools Initiative for the Manufacturing Collaborative. The initiative aims to address workforce shortages and strengthen the regional manufacturing industry by using digital tools to expand access to training and jobs while focusing on helping veterans--whose skills are highly transferable to the industry--transition into manufacturing careers.

The Construction Collaborative is committed to streamlining and strengthening the career path from Project Engineer to Project Manager. The collaborative aims to address workforce challenges by expanding recruitment and training for skilled trades, increasing diversity in the construction workforce, and helping local builders reduce project delays by providing a steady pipeline of qualified candidates.

The IT Collaborative is bringing together the local public sector and private sector employers to enhance talent flow for Entry-Level to Mid-Level IT Professionals. 

Furthermore, a grant from the Regional Alliance and Multistakeholder Partnerships to Stimulate (RAMPS) will empower the current efforts of the IT collaborative to build the cybersecurity talent pipeline. The RAMPS initiative will enhance outreach to underserved communities and expand Dual Enrollment Cybersecurity courses in regional high schools, connecting diverse populations to education and job opportunities in the field. 

Placer Workforce Development Foundation

The Roseville Chamber of Commerce launched the Placer Workforce Development Foundation (PWDF) in 2023. Through strategic collaborations and innovative programs, the PWDF works to create a thriving and resilient workforce through the TPM strategy, where individuals have access to meaningful employment opportunities and employers have access to a diverse and skilled talent pipeline. 

 

Additionally, the Foundation’s annual event, Talent Connect, serves to improve the understanding of TPM’s impacts, while engaging with education, businesses and nonprofits serving disadvantaged communities to build a better workforce. EPIC

Employer Provided Innovation Challenges (EPIC) is an initiative developed by the US Chamber of Commerce to provide workforce experience to students in non-traditional means. Instead of creating more internships and apprenticeships, EPIC is a network of business challenges that employers create for students to provide accessible workforce experience. Students can tackle these problems supplied by employers, gain real workforce experience, and receive a digital badge for their accomplishments. This program complements the Talent Pipeline Management (TPM) program by expanding access to real-world experience for a broader student base and strengthening the future workforce.
